Rural Finance Development Project

Objective and Goals

In Bhutan, cottage, and small industries (CSIs) are major source of employment and driver of economy. To improve access to finance to CSIs especially in rural areas, Bhutan Development Bank (BDB) started the Rural Finance Development Project funded by the Asian Development Bank.

The project’s overarching objective is to generate productive and gainful rural employment opportunities. The project sets four key goals

1. Increase BDB’s rural CSI loan borrowers to 63,714 (from 50,501 in 2019), of which at least 50% are women owned CSIs, by December 2024.
2. Increase BDB’s non-collateral based group-loan borrowers to 4,996 (from 2,398 in 2019), of which at least 61% are women, by December 2024.
3. Strengthen BDB’s institutional capacity. Specifically, the project implements the BDB Institutional Strengthening Plan to improve BDB’s:
   – Strategic planning
   – Corporate governance
   – Human resource and training
   – Information technology
   – Risk based internal audit
   – Internal control
   – Risk management
   – Credit process management
   – Credit product simplification
   – CSI Outreach
   – Portfolio quality
   BDB institutional strengthening plan has also a set of financial and operational performance targets for BDB to achieve. (infographics of financial and operational performance targets).
4. Provide financial literacy training to at least 4,000 rural people, of which at least 50% are women; and business development support to at least 2,000 rural CSIs, of which at least 50% are women-owned CSIs, by December 2024.

The project is implemented from 2019 – 2024

Gender and Environmental and Social Safeguards

With the project’s initiatives, BDB will enhance its outreach to serve women as important clients by implementing the Gender Action Plan BDB also ensures its operations will not cause adverse impacts on environment and people and applies the Environment and Social Management System.

-30th October 2018 ; Towards Youth Financial Inclusion

YE Banking is an initiative spearheaded by the Financial Inclusion Secretariat (FIS) of RMA, towards enhancing youth’s general competencies and financial capabilities. On 30th October 2018, YE Banking Incentive Day was blissfully observed and hosted at Arekha Middle Secondary School, Chukha Dzongkhag.
